The Council has established the following strands for its work in 1996-1997
- Developing a vision for education in Aotearoa
- Developing policy on a number of key education issues including pre-service teacher education, professional practice, innovative teaching strategies and Maori immersion education
- Preparing for the Council's first conference in 1998: "Empowering Teachers"
- Establishing a viable financial base for the Council
- Building constructive partnerships with other education groups
